The maximum funding amount and the eligibility to apply depend on the sum of the calculated negative cost.
In the case of cinema productions, the maximum funding amount for Committee 1 (for a negative cost of more than 800,000 euros) is 50 percent of the negative cost. Artistically outstanding film projects, low budget films and films by newcomers may be granted up to 80 percent by means of a specially accounted for decision by the selection committee.
Applications for Committee 1 can be submitted by producers only.
Funding for film projects submitted to Committee 2 (for a negative cost of up to 800,000 euros) also amounts to a maximum of 50 percent. In the case of films that are difficult to exploit (include. projects by newcomers, media-innovative projects, documentary film projects) the selection committee can, given special reasons, decide on a funding of up to 80 percent of the negative cost.
Applications for Committee 2 can be submitted by producers as well as by directors (for their own films).
The production of TV films and series of exceptional programme quality can be eligible for funding. Good prospects for refinancing on the national and international TV market are required. Correspondingly, a return flow scheme presenting the expected revenue from international exploitation and national secondary exploitation must be submitted.
Furthermore, TV productions with a thematic focus on cultural topics are eligible for funding.
Funding may not exceed 30 percent of the calculated total production costs; a regional effect of at least 150 percent must be avouched for Hamburg and / or Schleswig-Holstein.
Under certain circumstances, funding may be allocated for film backupsand postproduction within the framework of Production Support.
